P1 2026: PR Intake Caps at 3 Primary Schools Explained

Three primary schools have a limit on the number of Permanent Resident children they can admit during Phase 2C of the 2026 P1 Registration Exercise:

• Bukit Timah Primary School
• Cantonment Primary School
• Opera Estate Primary School

The same policy also applies during Phase 2C Supplementary. It does not apply to the earlier registration phases.

The PR limit is separate from the school's overall Phase 2C vacancy count. The current figures are:

These applicant totals combine Singapore Citizen and Permanent Resident applications. They do not reveal how many PR children have applied, so they cannot be used to calculate a PR applicant's odds.

How the PR limit works

The maximum shown for PR applicants is the number of PR children the school can still admit in that registration phase. It takes into account PR children already admitted during earlier phases.

For example, Bukit Timah Primary School has 113 Phase 2C vacancies, but no more than 24 of those places can go to PR applicants. The remaining vacancies are not a separate guaranteed allocation; actual admission still depends on the applicant mix and the normal registration priority rules.

If applications exceed the available places, Singapore Citizen children continue to receive priority over Permanent Resident children. Home-school distance and balloting rules are then applied within the relevant priority groups.

What the cap does not mean
