Primary School Registration Phases
Important: Registration typically occurs in June-July for admission the following year. Check the MOE website for exact dates each year.
Phase 1
For children with siblings currently studying in the school
Eligibility:
- Child who has a sibling studying in the primary school
How It Works:
All eligible Phase 1 applicants receive guaranteed admission. There is no balloting in this phase. This ensures priority access for families already connected to the school, promoting family continuity.
✅ Guaranteed Placement: Every child meeting the sibling requirement will be enrolled at that school.
Phase 2A
For alumni, staff, committee members, and MOE Kindergarten students
Eligibility (any ONE of the following):
- Child whose parent or sibling is a former student of the primary school
- Child whose parent is a member of the School Advisory or Management Committee
- Child whose parent is a staff member of the primary school
- Child currently studying in the MOE Kindergarten located within that primary school
Priority Order:
Within each category, priority is determined by distance:
- Singapore Citizens within 1km
- Singapore Citizens between 1-2km
- Singapore Citizens beyond 2km
- Permanent Residents within 1km
- Permanent Residents between 1-2km
- Permanent Residents beyond 2km
Note: MOE Kindergarten attendance gives priority in Phase 2A, but does NOT guarantee placement at competitive schools. Balloting may still occur.
Phase 2B
For parent volunteers, affiliated organizations, and active community leaders
Eligibility (any ONE of the following):
- Child whose parent has joined the primary school as a parent volunteer not later than 1 July of the year before P1 registration and has given at least 40 hours of voluntary service to the school by 30 June of the year of P1 registration
- Child whose parent holds membership endorsed by a church or clan connected to the school
- Child whose parent is recognized as an active community leader
⚠️ Important Restrictions:
- Children admitted under the "active community leader" criterion can only register for schools located within 2 kilometers of their residential address during Phase 2B
- Families must maintain their registered residential address for a minimum 30-month period beginning from the start of the registration exercise
Reserved Places:
MOE reserves 20 places in each primary school specifically for Phase 2B applicants to maintain open access across all schools.
Priority Order:
Within each category, priority is determined by distance:
- Singapore Citizens within 1km
- Singapore Citizens between 1-2km
- Singapore Citizens beyond 2km
- Permanent Residents within 1km
- Permanent Residents between 1-2km
- Permanent Residents beyond 2km
Tip: Parent volunteering must be completed at least 1 year before registration. You cannot start volunteering after 1 July of the year before registration.
Phase 2C
Open to all Singapore Citizens and PRs not yet registered
Eligibility:
- Any child who is not yet registered in a primary school
- Child must be a Singapore Citizen or Permanent Resident
How It Works:
Parents can submit one application to their preferred school. MOE reserves 40 places in each primary school specifically for Phase 2C admissions, ensuring continued accessibility across all schools.
Priority Order:
- Singapore Citizens within 1km
- Singapore Citizens between 1-2km
- Singapore Citizens beyond 2km
- Permanent Residents within 1km
- Permanent Residents between 1-2km
- Permanent Residents beyond 2km
⚠️ Most Competitive Phase: This is where most balloting occurs, especially for popular schools. Living within 1km significantly improves your chances. There is a cap on PR child intake at certain schools.
Next Step: If unsuccessful in Phase 2C, you can proceed to Phase 2C Supplementary. Children unsuccessful through all phases will be posted to schools with available vacancies by MOE.
Phase 2C Supplementary
Final opportunity for children not yet registered after Phase 2C
Eligibility:
- Child who is not yet registered in a primary school after Phase 2C
How It Works:
This phase provides a final opportunity for unplaced applicants. Parents can register at schools with remaining vacancies. Like Phase 2C, parents should register their child for only one school, as MOE will take your latest submission made during the phase.
Priority Order:
Priority is given to those living closer to the school, following the same 6-tier distance system.
✅ Placement Guarantee: Children unsuccessful in Phase 2C Supplementary will be posted to a school with available vacancy by MOE. Every child will receive a school placement by the start of Primary 1.
Note: Similar to Phase 2C, there is a cap on the intake of PR children to prevent concentration of Permanent Resident students in particular schools.
