Primary School Balloting Guide
What is Balloting?
Balloting is a computerized random selection system conducted centrally by MOE when a school receives more applications than available vacancies during any registration phase.
Key Facts:
- Balloting can occur in any phase from 2A to 2C Supplementary
- Most common in Phase 2C (general registration)
- Every applicant within the same priority tier has equal chances
- Not based on merit, application timing, or other factors
The 6-Tier Priority System
MOE uses a priority system that combines citizenship status and home-school distance. Balloting only occurs when there are more applicants than places within the same tier.

Registration Phases Overview
Registration typically occurs in June-July for admission the following year. Check the MOE website for exact dates.
Phase 1
Eligibility: Sibling currently studying in the school
Outcome: Guaranteed placement (no balloting)
Phase 2A
Eligibility: Parent/sibling alumni, school staff, committee members, or MOE Kindergarten students
Priority: 6-tier system applies (citizenship + distance)
Note: MOE Kindergarten does NOT guarantee placement at competitive schools
Phase 2B
Eligibility: Parent volunteers (40 hours required), church/clan members, or active community leaders
Priority: 6-tier system applies
Reserved: 20 places per school
Deadline: Must start volunteering by 1 July of year before registration
Phase 2C
Eligibility: All Singapore Citizens and PRs not yet registered
Priority: 6-tier system applies (SC prioritized over PR)
Reserved: 40 places per school
⚠️ Most competitive phase - highest balloting rate
Phase 2C Supplementary
Eligibility: Children not yet registered after Phase 2C
Priority: 6-tier system applies
✅ Placement guaranteed: MOE will post unsuccessful children to available schools
MOE's Place Reservation System
To ensure fair access throughout the registration exercise, MOE reserves places for later phases:
- •60 places reserved per school: 20 for Phase 2B + 40 for Phase 2C
- •After Phase 2A: Remaining vacancies split 1/3 to Phase 2B, 2/3 to Phase 2C
- •Even if a school looks "full" after Phase 2A, there are guaranteed places for Phase 2C

1 Stretch School: High competition, low odds - your dream school
2-3 Target Schools: Reasonable competition - match your tier and phase
2-3 Safety Schools: Low/no competition - schools that rarely ballot
📏 Distance Optimization
• Living within 1km gives Tier 1 priority (highest)
• Even 100 meters can change your tier (1.1km = Tier 2, not Tier 1)
• Use MOE's official School Finder tool, not Google Maps
• Address must be maintained for 30 months from registration start
⏰ Planning Timeline
3 years before: Calculate distances, consider relocation if needed
2 years before: Start parent volunteering if pursuing Phase 2B
1 year before: Finalize school list, attend open houses
Registration year: Execute plan with backups ready
